In 1999, a series of armed attacks on cash-in-transit (CIT) carriers was the subject of an operation by Detectives based in Manchester and directed by the National Criminal Intelligence Service (NCIS). 

Operational intelligence database and action management structures created during NCIS joint-agency collaborations were successfully deployed in the CIT investigation. 

This evolved into ENLIGHTEN which is an operational system specifically developed to manage and co-ordinate an intelligence requirement in support of investigations or as a stand-alone measure. 

ENLIGHTEN has since been used by police and the commercial sector to manage intelligence gathering casework.
